This is a design, published so it can be argued with. It is not a description of anything that works today. There is no Seat NFT contract, no Conviction Score, no Participation Score, and no governance proposal that anyone can vote on. Nothing on this page can currently be earned, claimed or unlocked, and holding QZEN for any length of time does not accrue any of it.
For what holding QZEN actually does today, read Standing. That page is read from the chain and is kept true. Where the two disagree, Standing is correct and this page is the older idea.
Two known contradictions, stated rather than quietly edited away. This page says seats are earned and never bought; Standing says 1,000 QZEN claims one, which is what the site actually enforces. This page rewards holding more; Standing caps standing at Elder and commits to one seat, one vote. The Standing version is the one being built.
The intent behind the design: a Council where commitment counts for more than wallet size, so that influence cannot simply be purchased. Standing already carries the part of this that is real, by capping what holding more can buy rather than by scoring how long it was held.

In the design, power decays without participation. No vote has ever been held, so nothing has decayed and nothing has accrued.

Designed so a Seat NFT would be earned rather than minted on demand. No such contract exists, and none is deployed.
The design capped seats at 10,000. Nobody has claimed one, because there is nothing to claim from.
